Where Omani duty starts

What the agreement targets - and what to verify
Tariff elimination across the large majority of traded goods is the substance of a CEPA, and home textiles fall squarely in the categories India pushes hardest on. The direction is not in doubt.
What we will not do is tell you your container clears at zero today. Trade agreements stage their cuts: some lines drop immediately on entry into force, others phase down across several years, and implementation dates move. A supplier who quotes you a landed cost off a press-release headline is transferring their risk to you.
Worked example: one hotel container into Sohar
A mixed 40ft container - hotel bed linen and 500 GSM bath towels - at approximately USD 55,000 CIF:
- GCC duty at 5% × USD 55,000 = ~USD 2,750
- VAT at 5% × (55,000 + 2,750) = ~USD 2,888
- If the line is at zero under CEPA preference: duty nil, VAT ~USD 2,750 - a saving of roughly USD 2,888 in total

The advantage that is not the tariff
For an Omani buyer, the more commercially useful fact about Indian supply is transit time. Sohar and Muscat are among the shortest sea legs from the Indian west coast of any market we ship to - days, not the weeks a European or American container takes.
That has two consequences worth designing around. A property opening on a fixed date has a far shorter critical path on its linen package. And a laundry or hotel group can order smaller quantities more often instead of committing capital to a year of stock in a warehouse, because replenishment is fast enough to be reliable.

Preferential treatment requires the goods to originate in India under the agreement's origin protocol - typically a substantial-transformation test with textiles assessed on manufacture from yarn, supported by a Certificate of Origin lodged with the import declaration. Does CEPA change anything for a hotel pre-opening package?
