What is the difference between SASO and SABER?
SASO is the Saudi standards body that publishes the technical regulations goods must meet. SABER is the online conformity platform where the Saudi importer registers the product (to get a Product Conformity Certificate, PCC) and each shipment (to get a Shipping Conformity Certificate, SCC). You cannot clear regulated goods at Saudi customs without a valid SCC for the consignment.
Who is responsible for SABER registration — supplier or importer?
The Saudi importer (or their customs broker) holds the SABER account and completes registration, because SABER is tied to the importer’s commercial registration. The overseas supplier’s job is to provide the technical file — test reports, product specifications, and shipment documents — that the importer uploads. What documents do I need to import hotel towels into Saudi Arabia?

How long does SABER registration take?
Once the technical file is complete, product registration (PCC) is typically a one-time step per product and shipment registration (SCC) is completed per consignment — usually within a few business days when documentation is in order.
