Compliance for Mexican Importers
Mexico MFN Tariff (10–15%)
SAT (Servicio de Administración Tributaria) handles Mexican customs. Hotel textiles from India (HS 6302) attract MFN rates of 10–15%. No India-Mexico FTA exists. Confirm current Tarifa de la Ley de los Impuestos Generales rate.
Mexican IVA (16%)
Mexican VAT (Impuesto al Valor Agregado) of 16% applies at import. Mexican RFC-registered businesses (importers with Padrón de Importadores registration) can recover IVA as input tax.
NOM-004-SCFI Textile Labelling
NOM-004-SCFI is Mexico's mandatory textile labelling standard. All textile imports must carry Spanish labels with fibre content percentages, country of origin ("Hecho en India"), care symbols, importer's data. Labels mandatory before or at import.
Padrón de Importadores
Mexican importers must be registered on SAT's Padrón de Importadores (Importer Registry). Some textile goods require Padrón Específico — confirm with your Mexican agente aduanal (customs broker).
Mexican Agente Aduanal
All commercial imports to Mexico must be cleared by a licensed agente aduanal (Mexican customs agent). They manage pedimento (customs entry document), DODA (electronic declaration), and SAT clearance.
